Can Steam Download While Playing A Game

Can Steam Download While Playing A Game
I searched and couldn't find much about this on here and thought it might be worth a discussion.
One of the things I like most about both the PS4 and the Xbox One is their ability to start playing games while they are still downloading. It was talked about quite alot at the onset of this generation and, on PS4 at least, it feels like most games allow this feature, albeit to varying degrees. I don't use my Xbox One nearly as much so am not sure how much the feature is used there.
Being able to start downloading a game like Battlefield, and then boot up the single player campaign while the Multiplayer modes are still installing feels like a really nice feature, especially for people with slow internet connections in that it gives them at least something to do during that painful download time. Being at my parents' house for Christmas, with their awful UK countryside internet and only having access to my laptop got me thinking - why is this feature not a big thing on Steam yet?
I mean I'm currently (slowly) downloading FFX HD remaster to play on my laptop while I'm here and it's taking ages. 'Wouldn't it be nice if I could at least load up and play the intro sequence while it downloaded?' I thought to myself. I know Mortal Kombat X did it on Steam, though apparently with mixed results. Quite a few MMOs also allow it - where core assets are downloaded and then the rest is streamed as you play, so it's clearly possible. Is it that trying to install a game onto a variety of different hardware configurations makes this seriously difficult? Or is there a lack of will on the part of Valve to make something like this work as a more general thing?
It's one of those features where I can't really see any sort of negative side to it - if I can start playing something like Titanfall 2's SP campaign whilst it is downloading on a PS4 then surely logic says that I should be able to do similar on PC. It just feels like something which should be a standard feature on any platform, that is unless I am missing a key technical thing which would make it difficult / impossible across a broad variety of PC titles.

May 10, 2011  If u were playing a steam game and trying to download a game at the same time, then the download would pause to allow u to play. 'If I play a non steam offline game while I'm downloading a steam game, will it stop the download?' Only if it's a steam game ur playing.
